You got some good stuff and interesting food for thought in here, but it’s poorly organized and would likely be better as multiple smaller pieces.

I think you're right that the problem is mostly around a decrease of trust in institutions.

It seems like the solution should be to improve our institutions' ability to communicate.

I wish we could appoint a Communications Officer to the CDC, who could make blog posts and videos explaining guidance in more detail -- not just "masks are bad, no, wait, masks are good actually" but "here's what the evidence looks like, here's our best guess at how to interpret everything, here's why it matters".

This person could also have organized an advertising campaign for the covid vaccine.

The Internet being what it is, it's possible that a post like this already exists and just is under-publicized. I found https://blogs.cdc.gov/ but there doesn't seem to be much on it about covid.
